The Government of Portugal has presented the National Artificial Intelligence Agenda (ANIA), an initiative that mobilizes more than EUR 400 million by 2030 to accelerate the adoption of artificial intelligence across the economy and Public Administration. The funding is largely provided by European sources, with limited impact on the State Budget, reflecting a public policy strategy focused on innovation and administrative modernization.
Within the public sector, the Agenda foresees an investment of approximately EUR 25 million for the deployment of AI in areas such as public procurement, invoice processing, recruitment, and licensing procedures. The initiative places citizens’ trust at its core, committing to the ethical, secure, and responsible use of artificial intelligence in line with the European Artificial Intelligence Regulation, and includes measures such as the creation of an AI Center of Excellence, training programs for public sector employees, and enhanced support for AI adoption by small and medium-sized enterprises.
