The federal government has issued a decree to regulate Law No. 15.100/2025, bans using mobile devices in schools. The regulation establishes rules for students, schools, and education networks, assigning institutions responsible for determining how students should store their devices to prevent usage during school hours. Exceptions include using assistive technology for students with disabilities, provided there is medical documentation and specific cases related to health monitoring and the exercise of fundamental rights. The decree also promotes awareness of the risks of excessive screen time and calls for creating support spaces for students and professionals experiencing psychological distress related to technology use.
In addition to the regulation, the Ministry of Education announced that the National Education Council (CNE) will publish operational guidelines later in February. The MEC has also released two guides to support education departments and school administrators, with another document for families set to be published on Wednesday (19). The law mandates that public and private schools incorporate strategies for guiding students and families into their internal policies, criteria for the pedagogical use of digital devices, and measures for device storage. Experts highlight that the law is a step forward in addressing the impact of digital technology on child and adolescent development.
