On September 29, 2025, California Governor Gavin Newsom signed into law the Transparency in Frontier Artificial Intelligence Act, establishing transparency and safety requirements for the development of advanced artificial intelligence systems. Originating from Senate Bill No. 53, the legislation mandates that companies with annual revenues exceeding US$500 million publish clear and accessible safety policies governing their frontier AI models.
The law further requires the issuance of transparency reports, risk assessment criteria, mandatory notification of incidents to state authorities, and whistleblower protections. According to Governor Newsom, the initiative aims to “promote innovation while safeguarding public safety,” reinforcing California’s position as a leader in responsible AI governance.
