At the latest BRICS summit, member countries advocated for major tech companies to pay copyright fees when using protected content to train artificial intelligence systems. The proposal encourages each country to establish its own rules for compensating authors, including the possibility of retroactive payments. This initiative aims to challenge the current framework largely dictated by U.S. and European regulations, promoting greater autonomy and protection for nations like Brazil.

The discussion is especially timely given Brazil’s growing prominence in the digital content market, which currently generates around USD 800 million annually and is expected to surpass USD 1.9 billion by 2030. Experts argue that the country’s digital production—from music and journalism to videos and memes—should be recognized as a strategic asset. Simultaneously, the Brazilian Congress is reviewing Bill 2338/2023, which outlines principles like transparency and respect for authorship in AI development, though it still lacks concrete tools to track content usage and ensure fair remuneration for creators.
