The Civil Defense Alert system is in its final rollout phase across Brazil and aims to warn citizens about potential disasters without relying on the internet, Wi-Fi, or mobile data. The technology uses 4G and 5G cellular networks to send text messages and sound alerts directly to phones located in high-risk areas.

According to Cenad, any smartphone released after 2020 can receive these notifications, which appear on the screen even when the device is on silent mode. Developed by Anatel in partnership with the Ministry of Communications, the system’s goal is to guide people on safety measures during emergencies, complementing existing channels such as SMS, cable TV, and messaging apps.

The alerts are managed by local civil defense agencies and delivered through Idap, a platform from the Ministry of Integration and Regional Development. There are two alert levels: “severe,” which signals the need for preventive action, and “extreme,” issued in life-threatening situations, triggering a loud alarm even when the phone is muted
