On December 26, 2025, the Office of the Attorney General of Brazil enacted an ordinance creating an Intelligence Center and a coordinated network to address abusive litigation filed against the Federal Government and its entities. The measure responds to an average of approximately 19,000 new lawsuits filed daily against the Union and seeks to detect fraudulent or bad-faith claims that may burden the judiciary and undermine procedural fairness. The newly established unit operates under the Secretariat for Governance and Strategic Management.
The Intelligence Center will be responsible for monitoring litigation patterns, issuing analytical reports and coordinating with judicial and oversight authorities. When indications of procedural bad faith, fraudulent documentation or repetitive unfounded claims are identified, public attorneys may seek judicial recognition of bad-faith litigation and dismissal of claims, in addition to submitting referrals to the Brazilian Bar Association, the Public Prosecutor’s Office or the Federal Police, where appropriate.
