On April 16, 2025, the Secretariat of Prizes and Betting (SPA) issued Ordinance SPA/MF No. 817, dated April 15, 2025. With this, it announced a new phase of regulation for online sports betting, as a continuation of the policy launched in 2024 by the Ministry of Finance. The plan outlines the gradual implementation of measures from the second quarter of 2025 through the end of 2026, structured around three strategic pillars: promoting responsible gambling, fostering a balanced regulatory environment, and strengthening national oversight.

Among the first actions expected by June are the development of a national self-exclusion platform for players and the creation of a seal to identify safe operators authorized by the federal government. By July, additional measures include modernizing the rules governing game promotion and regulating the entire economic chain associated with betting, including online game providers and aggregators.

By the end of 2025, the government plans to establish a National Betting System, in coordination with state and municipal authorities, aimed at standardizing best practices and preventing money laundering. A consumer-focused initiative is also planned, centered on protecting bettors’ mental health and reducing risks such as addiction and financial hardship.
