On September 1, 2025, Bill No. 4348/2025 was introduced, proposing amendments to Law No. 13,819/2019 to mandate the issuance of preventive alerts by chatbots and artificial intelligence (AI) systems. The initiative requires digital platforms to provide messages of support and guidance when interactions related to mental health, self-harm, or suicide are identified. The bill extends the National Policy for the Prevention of Self-Harm and Suicide into the digital environment, aiming to enhance user protection and immediate assistance.
The proposed legislation requires alerts to include information about psychological support services, such as the 188 hotline of the Centro de Valorização da Vida (CVV) and the mental health network of the Unified Health System (SUS), particularly the Psychosocial Care Centers (CAPS). It also establishes that chatbots must be programmed to avoid responses that could be interpreted as encouragement of such practices, limiting interactions to presenting help options. The measure seeks to balance technical feasibility with the protection of user privacy, in accordance with the Brazilian General Data Protection Law (LGPD).
