Government Sets Rules for Cell Phone Use in Schools
The federal government has issued a decree to regulate Law No. 15.100/2025, which bans the use of cell phones in schools. The regulation establishes rules for students, schools, and education networks, assigning institutions responsible for determining how students should store their devices to prevent usage during school hours. Exceptions include using assistive technology for students with disabilities, provided there is medical documentation and specific cases related to health monitoring and the exercise of fundamental rights. The decree also promotes awareness of the risks of excessive screen time and calls for creating support spaces for students and professionals experiencing psychological distress related to technology use. Federal Biometric Service Established to Streamline National Identity Card Issuance
The Federal Executive Chamber for Citizen Identification (CEFIC) has enacted Resolution No. 21/2025, officially establishing the Federal Biometric Service. This new system aims to enhance security and efficiency in issuing the National Identity Card (CIN) by implementing biometric identification and verification. Payroll Increase: Challenges and Opportunities for Brazilian Companies in 2025: Since January 2025, Brazilian companies have faced a new tax challenge: the gradual reonering of payroll, marking the end of the deoneration model implemented in 2011. This change, established by Law 14,973/2024, revokes the tax benefits that allowed the substitution of the 20% employer social security contribution on payroll with reduced rates on gross revenue. With the progressive increase in tax burden, companies will need to adapt their financial and strategic management to avoid a sharp decline in profit margins, especially in sectors such as technology, transportation, construction, and communication, which have historically benefited from the deoneration. Companies can now fill in the Third Wage Transparency Report – Deadline of February 28, 2025: Companies with at least 100 employees—base date December 2024—must submit the equal pay declaration via the Emprega Brasil Portal by February 28, 2025. This document must contain information on actions and guidelines for gender equality in the workplace. The submission form is now available on the Portal Emprega Brasil platform. The information declared will serve as a basis for the Ministry of Labor and Employment (MTE) to prepare the transparency report, which will be released by March 17, 2025. Companies will have until March 31, 2025, to publish the report.
