On February 27, 2026, the Central Bank of Brazil issued Normative Instruction BCB No. 713, establishing procedures for the submission of regulatory information by Virtual Asset Service Providers (VASPs). The rule is part of the broader regulatory framework initiated by Resolution BCB No. 520 and specifies the format, frequency and scope of information that must be reported to the Central Bank by companies offering services related to virtual assets, including trading, custody and intermediation of cryptoassets.

The normative instruction introduces two new regulatory reporting documents. Document 5710, submitted on a monthly basis, contains information regarding virtual asset reserves, including verifiable proof of reserves, the amount of assets held on behalf of clients and assets allocated to staking activities. Document 5711 must be submitted daily and includes data on the custody of virtual assets, such as the segregation between proprietary assets and client assets and the identification of whether assets are held domestically or abroad. These reporting obligations apply even during the authorization process before the Central Bank, requiring institutions to implement operational, technological and governance measures to ensure the accuracy and consistency of the information provided to the regulator.
