The legislation defines facial and biometric recognition broadly, encompassing any technology capable of capturing, processing, storing, retrieving and comparing biological data. By restricting these practices, the State aims to prevent discrimination, undue constraint and potential impacts on fundamental rights affecting vulnerable populations. The law took effect upon publication, requiring immediate compliance from establishments that use image or biometric authentication systems.
