On October 21, 2025, Federal Deputy Dimas Gadelha (Workers’ Party – Rio de Janeiro) introduced Bill No. 5324/2025, which seeks to amend Brazil’s Internet Bill of Rights (Marco Civil da Internet) to require the identification of content created by artificial intelligence systems. Under the proposal, internet application providers must clearly indicate when a piece of content has synthetic or automated origin.
According to the bill’s explanatory memorandum, the measure aims to mitigate the negative effects of unregulated AI use, such as the spread of misinformation and manipulation of public perception. By promoting transparency and accountability, the initiative intends to strengthen users’ trust in digital communications and enhance the integrity of online information environments.
