The President enacted Decree No. 12,573, published in the Official Gazette on August 5, 2025, which establishes the new National Cybersecurity Strategy (E-Ciber), replacing the 2020 version. E-Ciber advances digital governance, centralizes coordination, enhances regulatory frameworks, fosters national technological development, addresses vulnerable groups, and modernizes the protection of essential services and critical infrastructures within a framework of digital sovereignty.

The strategy is structured around four thematic pillars: (i) societal protection and awareness; (ii) security and resilience of essential services and critical infrastructures; (iii) cooperation between public and private entities; and (iv) national sovereignty and governance. The approximately 40 strategic actions will be implemented through National Cybersecurity Plans prepared and overseen by the National Cybersecurity Committee (CNCiber), which includes 25 governmental and civil society institutions.
