July 28, 2025 – The Rio Grande do Sul Court of Justice (TJRS) unanimously approved the creation of two new Civil Virtual Special Chambers dedicated exclusively to Banking Legal Matters (NJB). The initiative, presented by Court President Justice Alberto Delgado Neto, aims to modernize the judiciary through the use of artificial intelligence, increasing efficiency, consistency, and speed in the adjudication of these cases.
The measure addresses the sharp rise in private law litigation, particularly in NJB-related matters, which saw a 20.3% increase in 2024 and is expected to grow another 19.78% in 2025. To relieve the burden on current chambers, the new Virtual Chambers will handle between 20% and 35% of the caseload, depending on their composition, while five existing chambers will continue to manage between 45% and 50%.
With a flexible structure based on the number of interested justices, the proposal not only aims to rebalance workload but also to improve decision quality. According to the President, this is a technically sound and strategically effective solution that strengthens specialization, promotes jurisprudential stability, and may ultimately reduce litigation volume in the banking sector.
