Brazil Advances AI Regulation: Ministry of Finance and Experts Emphasize Urgency.

In a public hearing held on Tuesday (June 10) by the Special Committee on Artificial Intelligence in the Brazilian House of Representatives, government officials, experts, industry representatives, and civil society emphasized the urgent need for AI regulation in Brazil. The discussion centered on Bill 2338/2023, already approved by the Senate, which sets out guidelines for AI use in the country. Japan Enacts First AI Law Focused on Responsible Innovation and Deepfake Regulation

In May 2025, Japan passed its first dedicated AI legislation, choosing a governance model focused on fostering responsible use rather than imposing direct sanctions. The law outlines strategic guidelines and creates an institutional framework for AI oversight, including a new AI Strategy Headquarters and a National Basic Plan for AI. It promotes key principles such as algorithmic transparency, risk mitigation, and international cooperation, while also addressing the growing threat of deepfakes — particularly those involving minors. Goiás Legislative Assembly Approves Regulation on the Use of Artificial Intelligence

The Legislative Assembly of Goiás unanimously approved a supplementary bill regulating the use of artificial intelligence (AI) in the state. The proposal, authored by the state government and Representative Bia de Lima (PT), establishes the State Policy for Innovation and AI Development. Its goals include promoting sustainable technological advancement, research, technical training, and improving public services. The law allows the private sector to use AI systems for lawful purposes and authorizes the government to apply AI to reduce bureaucracy and enhance public service efficiency and accessibility. Brazil’s Supreme Court Reaches Majority to Hold Digital Platforms Liable

Brazil’s Supreme Federal Court (STF) has reached a majority to partially strike down Article 19 of the country’s Internet Bill of Rights, a key provision that shields platforms from liability for third-party content unless they ignore a judicial takedown order. The shift could mark a significant change in Brazilian internet governance by allowing content to be removed preemptively and increasing pressure on platforms to police speech.
