In a public hearing held on Tuesday (June 10) by the Special Committee on Artificial Intelligence in the Brazilian House of Representatives, government officials, experts, industry representatives, and civil society emphasized the urgent need for AI regulation in Brazil. The discussion centered on Bill 2338/2023, already approved by the Senate, which sets out guidelines for AI use in the country. The Ministry of Finance stressed that regulation is crucial for economic predictability, protecting vulnerable groups, and mitigating social and economic risks tied to AI expansion.

Lawmakers and specialists underscored the importance of a regulatory framework that fosters innovation while safeguarding fundamental rights. Congressman Aguinaldo Ribeiro advocated for a balanced approach between tech advancement and citizen protection. Bruno Bioni from Data Privacy Brasil warned about growing abuses, including deepfakes and “deep nudes” targeting schoolgirls. Meanwhile, Congressman Orlando Silva called for decentralized regulation through agencies like Anatel and the National Data Protection Authority (ANPD), pointing out current institutional blind spots in AI oversight.
