The Federal Executive Chamber for Citizen Identification (CEFIC) has enacted Resolution No. 21/2025, officially establishing the Federal Biometric Service. This new system aims to enhance security and efficiency in the issuance of the National Identity Card (CIN) by implementing biometric identification and verification. The service will be used by federal and state identification agencies to share biometric and biographical data in compliance with national digital identification infrastructure standards.
The Federal Biometric Service will integrate advanced fingerprint and facial recognition technology, ensuring secure authentication of applicants. Identification processes will be synchronized with other approved biometric databases, including those of the Federal Police, and data will be indexed using the applicant’s CPF (Brazilian individual taxpayer number). The resolution also sets a 90-day deadline for implementing the service, after which all identity-issuing authorities must adhere to the new biometric verification framework.
